The findings show that POAC functions—Planning, Organizing, Actuating, and Controlling—are used to apply BK management in character development. Need assessments are used for planning; the principal, BK teachers, homeroom teachers, and parents work together to organize; basic, responsive, and individual services are implemented with the help of digital media like Islamic cartoons; and formative and summative evaluations are used for monitoring. This study comes to the conclusion that developing a learning environment that fosters the development of pupils with noble character requires methodical management and multi-stakeholder engagement.
